What is BiscayTIK?

The BiscayTIK project, developed by the Provincial Council of Biscay, was born in 2008 with the aim of increasing the quality of life of the citizens of Biscay through the use of New Technologies. It is a non-profit organization dependent on the Provincial Council of Biscay, in collaboration with BEAZ and SEED.

What requirements must have my app to submit into the contest?

Any App with the following requirements can take part in the contest:

– Must be related to the proposed theme.
– The promoters must be of legal age.
– Must be an original idea, not copied or derived from existing products.

Which are the topics of the contest?

– Silver economy.
– Data Intelligence.
– Energy.
– Advanced manufacture.

What conditions should I meet to present to the contest?

In the case of the BiscayApp 2017 award, promoters must meet the following conditions:

– Have registered and fiscal domicile at T.H. of Biscay at the time of having the services associated with the prize.

– Finding out about their tax obligations, social security and for reimbursement of subsidies.

– Not have been sanctioned, administratively or criminally for discrimination on grounds of sex.

If any of these conditions are not fulfilled at the time of submitting the application, it will be necessary to correct them before the moment of formalization of the reception of the prize. Otherwise, the prize may be withdrawn or awarded to another app.

Can I participate by myself or do I have to be in a team?

Participants can be as individual as couples and groups, as well as belong to a startup.

What is the prize?

The winners in each category will receive the following prizes:

  • Silver Economy: 2,000 €

  • Data Intelligence: 2,000 €

  • Energy: 2,000 €

  • Advanced Manufacturing: 2,000 €

All of the candidates that are finalists will receive a diploma certifying that they have reached the final.

The winner of the BiscayApp prize will receive 10,000 € and later support to launching the project by BEAZ, SEED CAPITAL and the BiscayTIK Foundation.

Should I have a concrete nationality to participate?

No, but the promoters must have a tax and social domicile in T.H. of Bizkaia at the time of having the services associated with the prize.

What will the jury value?

The jury will award the app that offers the potential to generate an innovative and sustainable business model.

In the previous phase, each category will have its own jury, composed by experts in each specific area, who will decide what app will be the finalists.

The final gala will have a single expert jury, which among the applications presented will be the one to choose the winners for each category, as well as the winner of the BiscayApp 2017 award. For this award, the jury will have expert advisers in the concession of grants and support for the financing of innovative projects.

The jury will evaluate general criteria: design, usability and user experience, functionalities, economic-social viability, marketing possibilities and degree of innovation on other similar products, as well as the innovative nature of the proposal.

The organization reserves the right to discard and exclude participants from the competition when:

– Do not conform to the bases of this contest.
– Attempt against morality or public order.
– The contestant has made a misuse or abuse of the contest or provided false information.

Which are the contest stages?

The contest will have the following stages:


During this stage the candidate apps will be presented through the Facebook page created for the contest.

This phase will start on October 2nd, 2017 and will finish on the June 30th, 2018.


The two finalists for each category will be announced during the first half of September. This election will be made by a specialized jury.


During the final gala ceremony, that will take place in October 2018, the finalists will show a presentation of their app in front of the jury, highlighting the possibilities of their project, the sectors they aim at, the contribution to society, possible business model, etc.

Can I go to the final gala eventough I'm not participating?

Yes, you can. The final gala will be open to the public.
